Susan Schuppli at Roundtable: Research Architecture [free registration required] posts a link to an old (1996) USAF research paper, Weather as a Force Multiplier: Owning the Weather in 2025 [pdf]. In brief, the paper estimated that by 2025 the US would be able to achieve complete dominance over the ionosphere, including the military use and modification of the weather via 'thunderstorm enhancement, artifical drought, obscuration of airspace vision', etc.
