Tracing Intent
I agree that it will be hard to investigate the intentions of actors involved in the destruction of urban areas, but there is no way around this problem. I fully agree with you that this investigation opens up a number of questions, not least about the availability of sources or the validity of the obtained information. But still, I would say that it has to be attempted to obtain as much information as possible about possible reasons for destructions, and hence to try to exclude “conventional” reasons. Maybe an investigation would have to rely on sources from both sides (i.e. attackers and defenders or inhabitants of the area) and external observers to cross-check and uncover irregularities.
